With the economy unstable right now, a lot of people are cutting back on their spending. With that said, some retailers, like Target are experimenting with refunding your unwanted items and letting you just keep the stuff. Retailers are finding themselves with a surplus of stuff they don't have room to keep.
H&M says they are going to experiment with charging you for your online returns. If you return something in-store, you won't be charged, but if you send it back, you just might. They they are blaming this experiment on the higher cost of materials and shipping.
